PBE solver interface template #296

Add a template for creating interface to new PBE solver:

  1. demonstrate what data and format as input
  2. demonstrate what data and format as output
  3. class method to write out the input data to pqr file
  4. test sets of input and legacy delphi calculated potential as benchmark
