Create new release, update production server #439

Requires manual work on the server, and might result in downtime. Night, possibly on weekend, recommended.

Tasks

[x] Take full server backup
[x] Download DB and state backup
[x] Create pull request to server branch from master
[x] Push to server
[x] Check and update nginx config
[x] Install latest requirements.txt
[x] Make and apply migrations
[x] Start server
[x] Verify successful update
[x] Commit any required changes or fixes to repo
[x] Create release tag
[x] Write release notes with change log
