Group OSCORE: Delays in sending response #14

There are intentional delays in sending a response, for example at https://github.com/Gunzter/contiki-ng/blob/group_oscore/os/net/app-layer/coap/coap-engine.c#L538 and https://github.com/Gunzter/contiki-ng/blob/group_oscore/os/net/app-layer/coap/coap-engine.c#L460. Could the reason for these be explained or resolved.
