When generating Zhuyin readings for a phrase such as "可以刷卡嗎？", the particle 嗎's reading in Pinyin is generated as a neutral tone (ma), but the Zhuyin reading is generated as the rising tone (ㄇㄚˊ).
Expected behavior
嗎 → ㄇㄚ˙
