Given more folks in the AutoPkg community moving to YAML, it seemed a good time to add basic YAML support to our runner. Not a large lift, but does require a new dependency.
Lint with Black.
When an override ends in ".yaml" parse with PyYAML. PyYAML added as a requirement.
Import repoclean action from our internal repo. I'm not sure the one as published works.
