[Autopromote FR] Promotion Schedule Overrides #25

It would be very, insanely chill if autopromote would allow for a user-defined series of bucketized applications to have their own promotion schedules and associated configurations.

Use-case: Some apps are more frequently associated with CVE’s than others are. Organizations would likely find value in having a means by which to define an app group, name it, and associate a faster/slower cadence [than the standard promotion schedule the user has defined] for said group.

This is just one approach to solving this so I’d be interested to hear others’ ideas.
