Improve Setup Wizard to support central config setups #337

SetupWizard today only support local configs.
All config for central setups (first time install and subsequent client setups) 
have to be done manually my the user.
Wizard should also support the user with networked setup.

Whenever I open the Setup Wizard in test mode, it is preset to "Central Setup - 
Client"
Is it possible to preset it to local config unless Central Config is enabled? 
Or, if  that's not possible, save the previous selection, so at least when you 
open the Wizard next time Local Setup is selected?
