Optional push notification when you have new torrent notifications #16

Someone mentioned this in the forum thread and I think it'd be neat to have, maybe just push the notification once when you've got new ones instead of every time you get a new one. Is there a way with the site api we can read the notifications but not have them remove the "new" tag?

I think this should be an optional feature, so if someone doesn't want them or isn't a high enough user class to have them they can be turned off. Actually we should probably hide the "Notifications" text on the home screen for users who don't have notifications because they're user class is too low. They also mentioned that clearing the notifications didn't do anything for them, will have to look into it.

Might look into supporting the site's push notifications, which should include this I think
