Objective: Create the initial path for the trainee dashboard. This should be an empty page with the navigation bar.

Tasks:

Set up a new route or path specifically for the trainee dashboard.
Design a basic, empty page layout for the trainee dashboard.

Acceptance Criteria:

The trainee dashboard route is accessible and displays a basic, empty page.
