In Korman 0.16:
For example, if my sound files are in my "sfx" folder, and I do "Pack All Into .blend", move the .blend file to another location, do "Unpack All Into Files > Use files in current directory (create when necessary)", a "sounds" folder is created with my sounds files inside, but blender still use the sound files from my "sfx" folder.
