Switch from Travis builds to GitHub Actions based builds #40

Removed travis pipeline and added GitHub Actions based pipeline.

Any commit leads to building and testing the docker containers. Tags based on the syntax v1.2.3-4 are pushed to webtrees on docker hub. Pre-releases with tags like v1.2.3-4-test are pushed to webtrees-dev on docker hub.
