Implement the identifier pages, aside from results

This task really involves just one page (the instructions page; see below). The remaining tasks are logic-based and can be found in these issues:

• 27 Refine the image upload process to S3

• 28 Save the user's GPS coordinates to the database upon uploading a photo

• 5 Create TensorFlow JS model to do inference

• 29 Run a classifier to retrieve the Identifier Results
