Overview

At Facility Level:

Annual Irrigation demand (County)
DEQ reported facility withdrawal
Acres Irrigated = DEQ reported withdrawals / Irrigation demand (Facility(I) and Year(I))
Max Acres Irrigated from all years

Use model to sum crop need.

Irrigation deficit= weekly total demand below crop need (considering Effective rainfall). 0, 0.25, 1, 0.25, 0, 0, 0= 1.5 inches precip 0,3,0,0,0,0,0 = 1.5 inches effective precip

Note to self: create scatter plot of Ag Census reported versus DEQ reported for individual years, with trend line and stat analysis of difference to determine if there are trends towards better or worse reporting over time.

Use timeseries from Regression.R that Lal is pushing and has annotated which time series is which.
I keep having in my mind that everything would be much more usable if we an simply turn all VWUDS demands into inches, but the sticking point is that we don't have a fool-proof method for determining maximum acres.
