Monthly percentage distribution for irrigation

Created a default monthly distro based on historic reported irrigation withdrawals in each county.

• Did QA to insure that all the monthly fractions (fraction of annual total withdrawal in a given month) add up to > 0.99, which means there is no error.
• File is here, generated 8/5/2022 http://deq1.bse.vt.edu:81/files/vahydro/irr_frac_fips.txt

• For what its worth, I did a straight mean of all the county months and got the following distro which reminds me of the one you all put together.
