It may be useful to import this data into VAHydro and associate it with county feature models.

how to store annual ag census: demand estimates, coefficients, precip?, deficit?
final models for these counties
potential outline of equation/lookups for vwuds facility models
how to import and match fips with appropriate model

Modeling implications:

if we know unit area of deficit need for a county, we can back-calculate the irrigated area for each VWUDS facility by: A_{irr_vwuds} = W_vwuds / N_fips
