Updated the annual reporting scripts to work with the CEDS data and updated for 2024. Made a lot of changes to the base.layers function, as that was based on depricated packages. Pie charts also needed to be updated, the left chart was pulling data fro the pie chart itself from 2020, so that is now based on eyear. Permitting script had to be redone to work with CEDS permit lists. This was difficult because the GWP view is not yet complete.
