A set of R scripts for generating Ecological Limit Functions (ELF), storing the modeled output with REST in drupal VAHydro (dH), and a set of scripts for querying and analyzing processed ELF data

Updated to derive a multiplying factor for drainage area-weighting flows at model outlet to IFIM site location (code was originally adjusting model flows based on a USGS gage factor, however the gage is not guaranteed to be located right at the model riverseg outlet)
