New Approval Flow for FIBU [Irene] #29

Background: Irene will need a new approval flow for FIBU product types. Instead of the normal approval that go directly for L2 approval, FIBU products shall always flow to L1 approval before L2 approval.

Fixed:

  1. Validate if the product is from FIBU with javascript
  2. Modified the javascript to incorporate this flow.
