Added table "learning_path_algorithm" with the following fields: id, short_name_full
Added create_learning_path_algorithm and get_learning_path_algorithm_by_id service functions
Added table "student_learning_path_learning_element_algorithm" with the following fields: id, student_id, topic_id and algorithm_id
Added create_student_learning_path_learning_element_algorithm and get_learning_path_learning_element_algorithm service functions
Added entry point for learning element calculation with minimal parameters (student_id, lms_user_id)
