This is expected behavior. As is specified on the screen, the user must
manually copy
the code into the other text box.
Without JS, there's a limited amount that can be done. Our records show that
very few
people have Javascript disabled.

In various resources average ratio of users with disabled javascript is about
5% - I
think that this is not as low ratio. What do you think?

That number is not accurate today. Many sites exclude non-js users outright. Of
sites
that don't, non-js users account for much less than 1% -- usually 0.1%.
