Fix the run start/stop times #34

Functionality for publishing runinfo about the time of a run's start and stop was disabled in the HCALFM due to it causing strange behavior, but it was never re-implemented.

Is this really useful? The runInfo servelet already have the booking date. For global we have the timeline.
