描述问题或需求 开设官邀私邀后，往往对回帖者提出一定等级、上传/下载量、做种体积要求，发邀者需手动核对相关信息后才能发邀

详细说明功能请求 建议增加“未达到回帖条件，不允许回帖”的功能，减少发邀人繁琐核对需求
