Normalization of CMake and Autotools #602

Many changes!

CMake:

Removed checks for unused libraries and headers (too many to list)
Removed checks for quadmath
Removed LFS checks (also removed the HDF_ENABLE_LARGE_FILE option)
No longer attempt to link to libucb
Removed the HDF_FUNCTION_TEST macro and config/cmake/HDFTests.c
Removed all type size checks aside from long integer
Removed checks for long integers and how to print them
Normalized config/cmake/h4config.h.in with Autotools output
Removed config/cmake/GetTimeOfDayTest.cpp (no C++ in HDF4)

Autotools:

No longer do special checks for linking with the math library
No longer check for io.h, which is Windows-specific and always exists

@byrnHDF - You'll want to give this a good look since it removes a LOT of unused CMake build cruft

CMake configuration is lightning fast now. Maybe 1-2 seconds on my machine.
