Remove XDR License Information #707

RPM has COPYING.

It has XDR:

3rd-party software included in HDF4: XDR

HDF4 builds the Sun RPC version of XDR as an internal 3rd-party I/O
library under this license:

    media and as a part of the software program in whole or part.  Users
    may copy or modify Sun RPC without charge, but are not authorized

We still use code that qualifies as "XDR" internally, even if that's not entirely apparent, so we can't remove this yet.

Maybe after 4.4.0.

The code that is still in use is actually under a different license, see e.g. mfhdf/src/h4_xdr.c. It is a BSD-3-Clause license, which was the result of a relicensing effort.

So that COPYING file is indeed outdated.
