At this point might as well just have a way to add a separate faction on its own, no need to have it be a "rebel gray".
Yeah, but I don't know the costraints actual code might have. Basically all addictional factions would be non-House ones. Once you rename/color/give insignia to them, they won't be any more just rebels.
Yep, would also be cool of they were playable, but that would require a bunch of other code changes.
We have discussed increasing the total number of players in the game, potentially adding the Vuldrok Starnation, Kurgan Caliphate, Minor Houses, etc.
At this juncture it is probably beyond V1.6, but we'll see...

Description:
It would be nice to be able to add custom rebel AI factions, (reb1, reb2, etc). Each faction would act as a separate AI, they can declare war to other factions and so on. Each Factions (also Houses/Church etc) should have name/flags/color to be customizable.

Why is it good for the game?:
It would give more depth to the game, being able to have minor Houses, Barbarians, etc.
