Do not end game after Emperor Declared #102

Description:

Add an option to conitnue game after Emperor has been declared.

Why is it good for the game?:

Empire could go at war with Vau, Symbiots, Barbarians after end of Emperor Wars.

We probably need a definition of what to be done after this point as this is the singular goal of the game.

I'd be curious to see what real value this has from other player's perspectives; otherwise, the game could be endless.

Well, an endless game is not bad. There are many strategy games that allow for a non-ending game (for example Stellaris). But after declaring Emperor, there is a lot that can be done, Vau, Symbiots, Barbarians. With expanded map is reasonable to assume that most worlds won't be hit by players by the time the emperor is elected. Anyway, I thought about some rules that could be added after emperor is declared, lore-wise:

  1. Emperor, Ministries, Church, League factions cannot declare war to each other.
  2. Other Houses can declare war.
  3. Think to a mechanism where a new emperor could be chosen or go back to anarchy as it was before...
