Add option to toggle shroud off

Description:

Shroud is the black "mist" that covers unseen tiles at the start of the game, it hides resource markers and what type the city hidden under the shroud it.

Add an option to turn it off (have every tile on every planet revealed from game start) when starting a new game.

Why is it good for the game?:

I find it annoying not knowing where resources are and having to send my units to scout out the planet surface. It also melts my brain because I hate having the planet not be "cleaned up" and having these random black spots everywhere, even if I know there is nothing under them because of experience from previous playthroughs, or because I looked at the planet from the editor.

The shroud is nice for exploration vibes, but its not for me. I feel like it just adds unnecessary micro. It gets especially annoying when you have to do this on every planet you try to colonize. This is why I auto accept any AI planet info trade. I consider making the "trade planet info" diplomacy offer and the "sell info to the Vau" option to be acceptable sacrifices.
