Create a new faction that will be under the command of the current Regent. A sort of a 4th ministry. This could be anything from a personal guard to economical buildings to ground forces. In vanilla this 4th ministry need not be used, but it should be available for modders.

Why is it good for the game?:
It would make the regent stronger, and more unique than just a minister that can choose his own ministry. It also adds an additional cost to electing someone a regent. You and the friend you helped elect are not equal, even if the ministries you both hold are similar in power.
