Description:

It would be great if it was possible to set a unit to cost a certain amount of city HP, with the unit not being able to be build if the city does not have enough HP.

Why is it good for the game?:

Modders could make some interesting things with this. You could have peasant levies, free units, but which cost city hp. Or you could limit recruitment of certain units. Units requiring a lot of training could reduce city hp by 50%, so you could only build 2 of such units, and than you would have to wait until the city recovers before you could build more.
