Eventually cannot build any new cities playing House Decados, issue multiple new saves #151

Description: At a certain point new cities will not build

Expected behavior: Instruct engineer to construct new city of any type available.

Actual behavior: On giving the instruction to construct a city, the engineer disappears, but no new city is built. No new cities can be built at all, have consumed approx 12 engineers with no change in behaviour.

Game version:

V1.5 last updated October 2022.

Steps to reproduce:

Has occurred only on House Decados playthrough (x2) to an advanced tech level, controlling 4 systems. Did not occur at a similar level of development on House Li Halan.

Hi thanks for reporting the issue! I suspect that this might be duplicate of https://github.com/HDIAndrew/EFS/issues/137 and will be fixed in 1.51. However, to make 100% sure, could you attach a save file which has the issue demonstrated? I'd like to try it out in our 1.51 beta version to make sure that this particular issue is fixed.

Save attached! :) And, yes, it looks very similar, some of the base conditions eg difficulty level, Ministry differ.

Thanks for the save file! I can confirm that the issue with your save file is fixed in 1.51.

Also, if you'd like to have a workaround so you don't have to wait for 1.51's release, you can give some money to house Li Halan. The reason why this bug is happening is because when you try to build a structure, it tries to take the firebird cost of the structure from Li Halan's bank account. In your scenario, Li Halan is in debt and doesn't have any money. The structures cost 0, but when you have negative money you can't build anything. So a workaround for your game is to give some money to Li Halan and then you can start building again.

It's weird I know...but it works.

Also, in 1.51 if you encounter a scenario where you can't build because you yourself has negative money, you'll get a dialog box that says you can't build, rather than the engineer being expended with no result. So the root issue is kind of 2 issues really.
