1.zip Please see attached save game. The fort on Byzantium II is producing an assassin every turn for the low price of 25 biochem and 25 electronics.
I have a fix for this issue and it will soon undergo our review, approval, and merge process.
After that has been completed, it will be included in the next EFS Release.

Description:
Unlimited assassins can be built in a fort after training a doppelganger, without a required spy.
Expected behavior: Training an assassin should require a spy, and consume it.
Actual behavior: Assassins can be trained with no spy requirement, and no unit consumed.
After a doppelganger finishes, training unlimited assassins can be built without a required spy.
