Naval ships appearing in inland ruins #51

Description:

Expected behavior: Naval ships should only appear in coastal ruins (if at all).

Actual behavior:

As depicted in the image below, a naval destroyer spawned in an inland ruin's stack.

Game version:

1.5b3

Steps to reproduce:

Check inland ruins until a naval ship spawns. This is the first time I've encountered one, so it's rare.
