Naval units can spawn in inland Wells in random galaxies #64

Description:

In a random galaxy, naval units can spawn in inland Wells.

This is similar to #51, but I figure it's different enough from ruin stacks to warrant its own issue.

Expected behavior:

Naval units only spawn in coastal cities or ocean Wells in random galaxy stacks.

Actual behavior:

Naval units have the chance of spawning in inland Wells in random galaxies.

Game version:

1.5b5

Steps to reproduce:

  1. Start a new game with a random galaxy
  2. Go to the Byz II screen and activate HDIVIEW
  3. Look around for inland Wells on randomly generated planets (desert are easiest to find them)
  4. Check the Well stacks for naval units
