Description:
Make it so you can grant ownership of your cities through the diplomacy. You would choose which city to give away from a list. There would need to be a way to identify the cities, so cities would have to be renamable, or have a unique number. The city you are trading away should probably not have any units inside, because that could cause problems. Resources left inside the city would also be given away.

Why is it good for the game?:
The League and the Church could request you to return agora's and churches back to them in peace deals. Same with AI houses if you are playing single player. Without this feature the Church is unlikely to ever retake a church from the player, leaving it forever in the players hands.
