[Request] Completely obliterate any trace of a HnR

Rarely, but not never, there can be a situation where it is appropriate to entirely eliminate a system generated HnR on a users account.

Currently there is no method to entirely remove all traces of a HnR, with the HnR counter on a users profile always maintaining a record.

Ideally, IMO, staff should have the ability to entirely remove all traces of a HnR on a users account.

An alternative to this is to expose the immune flag in staff tools, so that a staffer can set immune status on torrent X for user Y.

Torrents history or Torrent peers seems like the best places to have the toggle.
