Slurm batch submission support #385

Slurm is a fairly popular cluster framework so it would be nice to be able to use the builtin cluster submission like we currently have for running on condor on a slurm cluster too.

If the developers don't have access to a cluster to test on, if you set up something that you think should work I can test it on one I have access to to sort out any final kinks.
