reinstate cms pdebug test with new file and nicer comments #67

The cms physics has changed and so the physics debug check file for this test needed to be updated.

I have reinstated the test, with additional commenting to explain why/what to do if this test fails. I think it is a good plan to leave this test in, and to update it when things change as this indicates when papas cpp must be updated.

Note also I had a complaint when I upgraded my system which did not like seeing "1000." for an integer, so this also is changed below.
