tau ID sf are taken from here for 2016 UL, and for 2017/18 ReReco

Sorry, I made mistake, it is indeed Legacy, but I wrote UL

As discussed privately, you'll create another PR for the tau ES and trigger SF, so I'll merge this PR right now. The issue is that migrating the b-tagging SF to correctionlib implies changes in the very same files, and I would like to avoid resolving the merge conflicts as much as possible.
