As explained here, we no longer copy data files from /home to /scratch, which was the only reason why this file was copied from an old CMSSW version and modified to handle custom CMSSW search paths. Eliminating the class would reduce unnecessary bloat and decrease the number of ~errors~ warnings reported by static analyzers.
