Load b-tagging SF from correctionlib #19

I converted the prelegacy csv files into json myself: https://gitlab.cern.ch/kaehatah/btv-json-sf/-/tree/prelegacy

Everything works as intended, except for the ability to skip b-tagging weights for reduced JES if split_jes is set to false in the cfg.
