For the decisionengine_modules whl add decisionengine whl as requirement #483

This PR is to update setup.py to add decisionengine whl as requirement for decisionengine_modules. The required decisionengine version is based on decisionengine_modules version.

This PR also includes:

Updated Jenkins pipeline and GH actions to build DE modules whl
Removed the the build RPM job
