Enable trusted publishing workflow to PyPI #256

Fixes #165

I've added the workflow in PyPI and created the "release" environment following https://til.simonwillison.net/pypi/pypi-releases-from-github

Removed tests from this since they are more complicated to set up and anyway run as part of a separate test workflow.
