Unlock Optax version in setup script #934

In nucal PR, https://github.com/HERA-Team/hera_cal/pull/920, the Optax package is locked to version 0.1.7 to keep hera_cal support for Python 3.8. Once python versions are updated in https://github.com/HERA-Team/hera_cal/pull/933, unlock optax version in setup.py
