ARP Table bugfix and hera_snap_feng_init.py multithread control #54

Fixed an error in the ARP table readout for the Eth block. Added script for downloading config yaml from redis. Changed hera_snap_feng_init.py to use --multithread for ADC init (currently ignores that command line arg)
