Bring over `sqe.utils.interp_Wcdf()` from Nick's `simpleqe` #383

As far as I can tell, this was the only function from simpleqe that was used in the H1C IDR3 pipeline (specifically for plotting window functions). It'd be nice not to have a dependency on this library (which is outside the HERA stack).
