Update README.md install instructions #583

  1. Remove the python=3.9 and hexrd from the conda create command.
  2. Remove the use of CONDA_BUILD (it is no longer required)
  3. Merge Linux/Mac and Windows instructions together, as they are now identical.

Fixes: #582
