Cleanup xrdutil #663

Clean up the xrdutil.py file.

Add formatting with black.
Add type annotations.
Remove USE_NUMBA checks.
Remove unnecessary functions and variables.
Add @deprecated decorator to warn users of functions marked for sunset.
