Show versions even if CDSP is not running #16

Currently, if the primary CDSP is not running, all version numbers for CamillaDSP, pyCamillaDSP and backend are 0.0.0.

With this patch, version numbers of pyCamillaDSP and backend are always shown. CamillaDSP version is version of primary CDSP, backup CDSP or x.x.x.
