Migrate HVNC Terms of Reference to the website

The HVNC page at HUGO has a link to our terms of reference (as a word doc 👎🏼 ). Confirm with Johan that we can move it. Perhaps update the HUGO text at the same time.

why do you want to move the document? I agree the document should be on the HUGO site (not on mcusercontent.com) but that is easy to change.

I was hoping for at least two outcomes:

update content of the ToR. Eg, update URLs
incorporate as a page (rather than separate doc) to make it easier to read.

I don't see any advantage to having it in the current form and location. Do you?
