Filter in marking view for teachers responsible for marking this specific test - part two, select from dropdown

Similarly to #4177 we need a filter for marking teacher.

Create drop-down menu

Ordinary html dropdown using tag if possible. No proprietary solutions if possible since they work poorly on mobile.

instead of a new dropdown-list, is it ok if the list of teachers becomes a part of the filtering-dropdownlist? see mockup. @HGustavs
